Sorry about the delay in answering - am still setting the forum up so its still a bit of a work in progress that I am trying to learn.
Quicken Knowledge Support FAQ # Q8824 deals with this. I have reproduced it below:

Question Why do I get transfer cancelled when trying to transfer between two accounts?
Answer
Sometimes when converting data from a previous version of Quicken, there can be a situation where the currency related to a data file is misplaced, sometimes resulting in the "Transfer cancelled" message.
1. In Quicken, go to Tools menu, select Account List.
2. Verify that the balance columns show amounts with a AU$ in front of them.
3. Right-click on the first account involved in the transfer, choose Edit.
4. Click in the field with the name of the account. Note exactly how it is written and press Delete on your keyboard.
5. Then re-type the name of the account and press OK.
Note: You may have to do this to other accounts that involve transfers.
1. Go to Tools menu, select Currency List.
2. Look at the top of the exchange rate column and verify that it says Rate/AU$.
3. Verify that there is a green check mark beside the Australian dollar line.
